The third booklet and the corpus’s framework-foundation treatise. Beers articulates the natural-order / unnatural-order binary in its full form, treating Justice Wilson’s Chisholm v. Georgia opinion as the natural-order anchor and Thorington v. Smith as evidence of the post-Civil-War conversion to the unnatural order. The treatise also develops the conquest-as-conversion-mechanism thesis that recurs across Treatises 4, 5, 6, 9, and 10.
